STARS II

In 2011, DB Consulting Group, Inc. was awarded a U.S. General Services Administration (GSA) 8(a) Streamlined Technology Acquisition Resources for Services II (STARS II) Governmentwide Acquisition Contract (GWAC). The 8(a) STARS II design consists of two constellations (tiers) based on industry accreditations. Each of the 8(a) STARS II constellations includes four functional areas designated by the North American Industry Classification System (NAICS). DB was awarded a five-year base period contract for both constellations and all four functional areas (Contract # GS-06F-0716Z).

What Is STARS II?
Designed to promote small business utilization when purchasing information technology (IT) services or IT services-based solutions for the federal government, the multiple-award, indefinite-delivery, indefinite-quantity contract vehicle is reserved exclusively for qualifying certified 8(a) small business concerns as the prime contractors per Federal Acquisition Regulation (FAR) 19.8.

The 8(a) STARS II design consists of two constellations (tiers) based on industry accreditations. Constellation I includes those firms with competitive pricing and technical proficiency. Constellation II includes firms who have competitive pricing, technical proficiency, and an additional industry credential. Industry credentials of Constellation II include one or more of the following: Capability Maturity Model Integration II+ (services or development); ISO 9001: 2000 (replaced by ISO 9001:2008); and ISO 9001: 2008.

Each constellation includes four functional areas designated by the North American Industry Classification System (NAICS):

  • 541511-Custom Computer Programming Services. This U.S. industry comprises establishments primarily engaged in writing, modifying, testing, and supporting software to meet the needs of a particular customer.
  • 541512-Computer Systems Design Services. This U.S. industry comprises establishments primarily engaged in planning and designing computer systems that integrate computer hardware, software, and communication technologies. The hardware and software components of the system may be provided by this establishment or company as part of integrated services or may be provided by third parties or vendors. These establishments often install the system and train/support system users.
  • 541513-Computer Facilities Management Services. This U.S. industry comprises establishments primarily engaged in providing on-site management and operation of clients computer systems and/or data processing facilities. Establishments providing computer systems or data processing facilities support services are included.
  • 541519-Other Computer Related Services. This U.S. industry comprises establishments primarily engaged in providing computer related services (except custom programming, systems integration design, and facilities management services). Establishments providing computer disaster recovery services or software installation services are included.
